In the same year, the national energy administration also issued the notice of Guiding Opinions on the development and construction of decentralized access wind power projects, which defined the access voltage level and project scale of decentralized wind power projects, and made relevant provisions on project site selection, preliminary work and approval, technical requirements and operation management of access system, engineering construction and acceptance, etc

unfortunately, a series of national industrial policies supporting the development of decentralized wind power did not achieve ideal results in the early years. In the past two years, distributed photovoltaic has developed in full swing. In 2017, the newly installed capacity was 19.4gw, 4.6 times that of 2016. first, the policy support of local governments for decentralized wind power is insufficient, and the development planning of provinces and regions on decentralized wind power has not kept up, resulting in the early national policies to promote the development of decentralized wind power have not been well implemented

second, the main body of domestic wind power investment is state-owned enterprises. Large energy state-owned enterprises are keen on large-scale and heavily invested centralized wind power base projects. The current performance evaluation methods and system constraints of some state-owned assets make energy state-owned enterprises less motivated to invest in small-scale decentralized wind power

III. The installed capacity of decentralized wind power projects is smaller than that of general plastics, accounting for 85% and 90% of them (ABS, PP, PS). The former is a kind of glass reinforced resin, with high unit development cost and unsatisfactory economic benefits. Therefore, most of the existing projects are demonstration projects

At present, the provinces that have clearly prepared decentralized wind power construction plans include Guangxi, Shanxi, Inner Mongolia, Henan, Guizhou and Hunan

in the future, although some bottlenecks in the development of decentralized wind power still exist, as the focus of China's wind power industry shifts to the Middle East and southern regions, the industrial policy guidance is gradually inclined to decentralized, and the development of decentralized wind power is expected to accelerate. According to the data of the wind energy professional committee of the China Renewable Energy Society, the exploitable amount of low wind speed wind resources in the central, Eastern and southern regions of China can reach 1billion kW. At present, the developed amount of resources is about 60million kW, less than 7%. In the future, 93% of the resources need to be further developed, and decentralized wind power has a certain market prospect in the future

the advantages of decentralized wind power lie in low requirements for the load level of consolidation, low threshold of investment amount, small floor area, short construction cycle, not accounting for the approved indicators, and timely consumption of power, which is more suitable for private capital

the general trend of the development of wind power industry is from quantity to quality, from concentration to decentralization, and gradually towards a process of refined management. 2017 is the first year of the outbreak of distributed photovoltaic in China.
